George L. Jackson CPM Dip. Crim.
Jackson was recruited from his native
home of St. Vincent in June of 1973.
On completion of his basic training
Mr. Jackson was posted to Central
Division - Uniform and in 1976 as
an Aide to Western C.I.D. for in-service
training. Mr. Jackson has held various
posts in C.I.D., Narcotics, Serious
Crime and Operations - Uniform. In
1999 while Officer in Charge of Operations
he served in the posts of Acting Assistant
Commissioner of Police and Acting
Deputy Commissioner of Police, until
he was promoted to Deputy Commissioner
in December of 2000. On Monday, December
12, 2005 he was appointed Commissioner
Designate, and was sworn in as Commissioner
on Thursday, December 15, 2005.
Police related courses both in Bermuda
and overseas, including professional
development courses at the Canadian
Police College in Ottawa (Executive
Development Course) and the Police
Staff College at Bramshill in the
United Kingdom (Strategic Command
Course). In March of 2000 he received
his Diploma in Applied Criminology
and Police Studies.
Deputy
Commissioner Michael A. DeSilva FCMI
Deputy
Commissioner Michael DeSilva is a
Bermudian officer who joined the Service
as a Police Cadet in 1985. He is an
alumnus of Warwick Academy where he
was Head Boy in his senior year. After
attending the Bermuda College as a
Cadet, Mr. DeSilva graduated from
Basic Training in 1987 and was awarded
the Baton of Honour. He worked in
a variety of postings including Central
and Western Uniform, Marine Unit,
Outward Bound and the Training Department.
He was promoted to Sergeant in 1994
and moved to the Cycle Crime Unit.
He transferred to the Narcotics Department
in 1998 as a Detective Inspector and
headed the Combined Enforcement Interdiction
Team of Police and Customs officers.
In 2001 Mr. DeSilva was promoted to
Chief Inspector and was placed in
charge of the Community Safety Department
where he developed the Community Beat
Officers Unit and the Schools Resource
Officers Unit. He was awarded a Commissioner’s
Merit Award in 2003 for his work in
these areas. He received a Commissioner’s
Commendation for Leadership in 2004
when he led a Public Order and Firearms
Team in a relief deployment to the
Royal Cayman Islands Police Force
in the aftermath of Hurricane Ivan.
Mr.
DeSilva was promoted to Superintendent
in 2006 and served as the Divisional
Commander of the Operational Policing
Division, including the Island’s
three police stations, uniform patrols,
CID and operational support units.
His last posting was as head of the
Service Delivery Improvement Team
where he led the Service through an
organisational realignment in 2007
and the development of the BPS Strategic
Plan 2007-2011. Mr. DeSilva attended
the International Strategic Leadership
Programme at the Bramshill campus
of the National Policing Improvement
Agency (UK) in 2008. He holds an Executive
Diploma in Strategic Leadership, and
he is a Fellow of the Chartered Management
Institute of the UK. He is also a
graduate of the FBI National Academy
in the United States, where he attended
their Executive Development Programme
in 2005. Mr. DeSilva is a certified
Diversity Trainer and is a member
of the Diversity Institute of Bermuda.
As
the Deputy Commissioner of Police,
Mr. DeSilva is second-in-command of
the Bermuda Police Service and is
the Service Discipline Officer. He
is also responsible for the Corporate
Service Division which includes Finance,
Human Resources, Administration, Technology,
Complaints and Discipline, Recruiting
and Training and Service Delivery
Improvement.
Assistant
Commissioner Carlton E. Adams CPM
Assistant
Police Commissioner Carlton Adams
joined the Service as a Police Cadet
in 1968. He has spent the bulk of
his service in Criminal Investigation,
Central C.I.D., the Major Incident
Room, Narcotics, and Complaints &
Discipline. He also spent 5 years
as part of the investigation into
the murder of the Governor Sir Richard
Sharples and his ADC Mr. Hughsayer
in 1973.
Mr.
Adams has attended several overseas
courses, including a Detective Training
Course in England, an Executive Police
Management Course in Ottawa, Canada,
a Narcotics Course also in Ottawa,
Canada and a Firearms Management Course
in Montserrat.
Assistant
Commissioner Bryan Bell
Assistant Police Commissioner
Bryan Bell has over 30 years of policing
experience in a range of policing
environments. He started his career
in 1975 in the Royal Ulster Constabulary
Reserve before joining the regular
force the following year. He served
in small rural communities and large
conurbations in a variety of ranks
and posts until 1999.
Having completed the
Police Strategic Command Course in
1999 he was appointed Assistant Chief
Constable with Cleveland Police in
the North East of England - an area
of high drug crime, youth problems
and anti-social behaviour. He was
the senior officer responsible for
all operational matters overseeing
the management of numerous serious
investigations. Whilst at Cleveland
he became Acting Deputy Chief Constable
with responsibility for Corporate
Services, including Discipline, Human
Resources, Training, Finance, Legal
Services, Information Technology,
Corporate Planning and Performance.
At the end of 2003 he
was appointed as the 1st National
Co-ordinator of Special Branch for
the U. K. in the rank of Deputy Chief
Constable responsible for developing
Good Practice and improvements in
capacity and capability. This involved
close working relationships with the
Government, the Intelligence Agencies
and 55 Police Forces in the U. K.
As a member of the Association of
Chief Police Officers for England,
Wales & Northern Island Mr. Bell
worked at a national level on Terrorism
& Allied Matters, Drugs, Disaster
& Emergency Procedures, Roads
Policing and Air Support. Mr. Bell
is a Home Office Assessor selecting
high calibre candidates for senior
Police service. As a member of an
International Monitoring Team, he
supported and advised the South African
Police Service on transformation and
modernisation post apartheid.
Assistant
Commissioner Mike Jackman BSc (Hons)
Assistant Police Commissioner
Mike Jackman arrived from Barbados
in 1982 and commenced his initial
training. He has worked in many areas
of policing including all three police
stations; he has been posted in the
Traffic department, Community &
Juvenile Services, and the Central
& Western Parish Constable Units
and also chaired the Bermuda Police
Association from 1996-1999. In 1995,
he was promoted to Sergeant and to
Inspector in 2001 where he headed
the Research, Development & Innovation
Unit and had the opportunity of working
with the Commissioner on a number
of projects including the Service's
Strategic Plan 2002 - 2004. He was
promoted to Chief Inspector in 2004
and was posted as the head of the
Recruiting & Training Department
with responsibility for the co-ordination
and training of staff across the Service
as well as the Cadet and Junior Cadet
programs. In April 2005, he attended
the Volunteer Visitor Program sponsored
by the U. S. Department of State,
visiting various youth organizations
across the USA. In May 2006, he was
promoted to Superintendent and was
posted as head of the Narcotics Division
where he oversaw the investigation
of offences involving controlled drugs.
In this role, he worked closely with
counterparts in the Caribbean and
USA. In February 2007 Assistant Commissioner
Jackman was posted as the Divisional
Commander for the Community Policing
Division with responsibility for Police
stations island-wide and currently
remains in that post overseeing community-policing
initiatives.
Assistant Commissioner
Jackman holds a Bachelor of Science
Degree in Policing & Police Studies
from the University of Portsmouth
and is currently enrolled in a Master
of Science Program in Police Science
& Management. He has attended
various training programs and conferences
and recently completed the International
Strategic Leadership Program at the
National Police Improvement Agency
(NPIA), Police Staff College, Bramshill
in the United Kingdom. During this
extensive training, Assistant Commissioner
Jackman attended various policing
agencies such as Interpol and the
United Nations Office for Drugs &
Crime (UNODC) as well as a number
of Police Services in the UK including
in Scotland and Northern Ireland.
He is a member of the Chartered Management
Institute and is the holder of an
Executive Diploma in Strategic Management.
Superintendent
Randolph Liverpool CPM MA BSc Cert.
Ed.
Superintendent
Randolph O. Liverpool was recruited
from his homeland in St.
Vincent
on November 8th 1979, and has been
with the
Bermuda Police Service (BPS)
for almost 29 years. Prior
to joining the BPS, Mr. Liverpool
spent few years as a school teacher
in St. Vincent, and holds a Teaching
Certificate (Cert. Ed.), from the
University of the West Indies.
His
tenure in the BPS includes postings
in Uniform Patrol, Beach Squad,
C.I.D. (9 years), Narcotics (5 years),
the Serious Crime Unit, and the
Commercial Crime Unit; also as
Officer in Charge of the
Training Centre, Western Divisional
Commander and the Service's first
Career
Development Officer. He has
also served as Acting
Assistant Commissioner and
Acting Human
Resource Manager. He
is now the Officer in Charge (OIC)
of the Serious &
Organized Crime Division
(S & OCD) but is presently acting
as Assistant Commissioner of Police,
overseeing S & OCD and Intelligence
Division.
Mr.
Liverpool was promoted to the rank
of Detective Superintendent in May
2001. He served as the OIC of Crime
Support Division for 3 years, OIC
of Intelligence Division for 3 years,
Human Resource Manager for
6 months, before accepting his current
position as OIC of the Serious &
Organized Crime Division in August
2007. Mr. Liverpool has received
9 Commissioner's Commendations for
excellent Police work; Merit Awards,
including the Colonial Police Medal
(CPM) in 2007, and several Letters
of Good Work and Appreciation for
his outstanding service and commitment
to the community. He holds a Bachelor
of Science Degree in
Criminology &
Psychology; a Masters of
Arts Degree in Management; a Diploma
in Executive Management, along with
his
Certificate in Education. He
is also a Member of the Chartered
Management Institute (MCMI).
In
addition, Superintendent Liverpool
has completed management courses
at the
Scottish Police College and
the Canadian Police College. He
has attended several Police related
courses and conferences in the U.
K., U.S.A., Canada, France, Dominican
Republic and the West
Indies, including the prestigious
Henry Williams Homicide Conference
in New York City, U.S.A. Recently
he successfully completed the International
Strategic Leadership Programme (ISLP)
2006, at Bramshill Police College
(CENTREX) U. K., a programme from
which students are recommended as
having the potential as future Commissioners
of Police. Mr. Liverpool was
selected by his fellow students
to deliver the valedictorian speech
at their dinner ceremony, and was
also extended the historic distinction
of being the first student to have
been formally invited back by the
college as a 'Visiting Fellow',
to tutor on the next scheduled programme
(ISLP 2007).
Mr.
Liverpool is the author of the BPS
Professional Standards Strategy,
which was recently adopted as the
model for Police Forces throughout
the Caribbean, by the Association
of Caribbean Commissioners of Police,
at their 2008 annual
conference.
Superintendent
Paul M. Wright MSc CBII
Detective Superintendent
Paul Wright served with the Humberside
Police in England for five years before
joining the Bermuda Police Service
in 1985. He has served in a wide variety
of postings including Central and
Eastern Uniform, CID, Traffic, Motorcycle
Patrol Section and the Government
Security Office.
He was promoted to Sergeant
in 1997 while serving in the Crime
Prevention Unit, and later that year
moved on to become Head of Special
Branch.
In 2001 he also assumed
responsibility for the Government
Security Office and was promoted to
Inspector.
In 2004 he was promoted
to Chief Inspector and initially served
as the Crime Manager within the Crime
Support Division. He also served for
extended periods as the Acting Commander
for both the Intelligence Division
and the Community Policing Division
during 2006 and 2007.
In addition to completing
the Senior Leadership Development
Program in 2006 at the Bramshill Police
Staff College in England, Superintendent
Wright has a keen interest in risk
and strategic management. He is a
certified member of the Bermuda Insurance
Institute and also the recipient of
a Master’s Degree (MSc) from
the Scarman Centre at the University
of Leicester, England.
